Update on HIPs and EPCs
The coalition government has suspended the requirement for sellers to produce a Home Information Pack (HIP) with immediate effect, from 21 May 2010. This means that homes marketed for sale on or after this date will no longer require a Home Information Pack. However, Energy Performance Certificates (EPCs) are still required.

What is a Home Information Pack (HIP)?
It is a set of documents giving information about a property to a potential buyer and their legal adviser. It includes an EPC, proof of legal ownership, replies to standard questions that a buyer might ask, and search results.
What is an Energy Performance Certificate (EPC)?
An Energy Performance Certificate (EPC) rates the energy efficiency of the property and its carbon emissions on a scale of A-G, just like the charts shown on new fridges and washing machines. The EPC also indicates likely fuel costs, and suggests way to improve the energy efficiency of the property.
Does the EPC need to be in place before marketing can start?
Yes. New requirements have been introduced by the Energy Performance of Buildings Regulations 2010.
I do not want to pay for an EPC at the outset – can you help?

As a buyer, can I still ask to see the EPC or HIP?
The energy ratings from the EPC will be displayed on the written particulars for the property. If you are genuinely interested in buying a property, and have the means to purchase the property, you are entitled to see the full EPC, if you want. Please contact the branch for the property that you are interested in.
Following the suspension of HIPs, you are no longer legally entitled to see a copy of the HIP, if one exists. However, if you are genuinely interested in buying a property, have the means to purchase the property, and the seller has no objection, then we can try and arrange this for you. My home is already on the market with a HIP - do I have to do anything?
No. Sellers still need to be able to provide an EPC to potential buyers but this is already included in your HIP.
As a seller, am I still obliged to provide a copy of an existing HIP to buyers?
No, but there is no reason not to do so, if it improves the chances of a successful sale.
